It absolutely does work without batteries.
Set it on the ground.
IF in the morning it is melted, there has been a fire.
See? It works. no batteries needed.
Probably generic instructions where some of the smoke detectors use normal power source with battery backup. Battery dead and power fails, it may not work! :mf_swordfight:

As opposed to internal use I suppose ... unlike sunscreen and similar, that always says 'for external use only' (in case you were worried about a sunburned stomach lining). No eating the Christmas lights!

On our big mixing bowl at work, the big attachments that shred cheese, has a sticker reading "do not insert hands". the picture of the hand mangled in gears is the best part.
