Looking for a Software that can position images.

Hey lads and ladies!

I'm looking for a sofware that can position images in a raster and template that raster for later use with a different image.
Bomuspoints if you can select the number of images for  example: you have a 20x20 image-raster but you can select to use only 300 of the 400 total images possible.
