... may?  There's a possibility that it will still work?

It absolutely does work without batteries.
Set it on the ground.
IF in the morning it is melted, there has been a fire.
See? It works. no batteries needed.

Probably generic instructions where some of the smoke detectors use normal power source with battery backup.  Battery dead and power fails, it may not work!

As opposed to internal use I suppose ... unlike sunscreen and similar, that always says 'for external use only' (in case you were worried about a sunburned stomach lining).  No eating the Christmas lights!

On our big mixing bowl at work, the big attachments that shred cheese, has a sticker reading "do not insert hands".   the picture of the hand mangled in gears is the best part.
