ACT = Australian Capital Territory.

Australia's capital, Canberra, is not in any of Australia's states.  The city, and a small bit of land around it, has basically been declared an autonomous territory independent from all the states.

It doesn't have all the rights of a full state but apparently enough to make some local laws that others object to.
