As an engineer tanking the 20-man raid, here are my thoughts on the class.
The least mobile tank: We have only one position-altering ability, Urgent Withdrawal, which knocks us back 5 Meters (can be tiers up to 9, I think). Other than that, we are stuck to the normal dash/sprint options.
No manipulation: The other two tanks can pull mobs, or kick them back. We can't move enemies at all, realistically (you could use mortar strike t8, but that's ridiculous).
Can take a lot of punishment. Our Exo-Suit is a 55% damage mitigation for 10s every 60s, plus we have our Personal Defense Unit, which when tiered up, gives us another 50%+ damage cooldown. On top of that, we have AMPS that increase our armor drastically (18% when healed) and double the healing we receive. We aren't really a deflect-oriented class, though you could attempt to build that way. I've been much more focused on boosting my effective health, and it has worked well.
Our threat is fantastic and basically a non-issue.
Being a "ranged-tank" is very strong on some encounters, and a non-factor in others. One of the mini-bosses, for example, is stationary with a big cleave. I can just stand outside of his cleave range and take very little damage while continuing to threat. It's sort of OP.

Ensidia who has been testing 20 man raid content has 2 stalker , one engineer and one warrior tank indicating that all are viable .

there have been multiple posts during the beta about how warriors are tanking vets as full/mostly dps builds (possibly best argument for an OT class).
engi is also compared to the other tanks as being in possibly the best spot. they have a high health pool with decent/good avoidance and CDs. unlike warriors their tanking abilities also feel good to use and t4s/t8s offer a variety of different choices (dps/defense/ threat though not sure why you'd need more threat as engi)

stalker, balance wise, relies more on self healing/CDs and deflection more than flat reduction like the other tanks (actual warrior tanking abilities ie plasma wall, not dps tanking) so this naturally makes them more spikey to heal, which you covered a little. from an endgame standpoint i would have to say engi->stalker-> warrior at the moment. but this is mostly a numbers/balance issue right now and not a design problem between the tanks (could argue that warrior abilities need a little design rework/polish).

I have also heard that warriors have much worse threat generation than the other two tanks, although that is not necessarily a concern unless you are trying to steal threat from another tank for some reason. They do seem to generally be able to hold threat from DPS and heals.
That said, if you prefer not to have to think at all about threat you probably dont want to roll Warrior unless that gets rebalanced before launch.
